OSBA LAW LIBRARIES AND LEGAL INFORMATION SERVICES COMMITTEE
Minutes of September 5, 2003
A meeting of the Law Libraries and Legal Information Services Committee of
the Ohio State Bar Association was held Friday, September 5, 2003 at the Hyatt
on Capitol Square in Columbus, Ohio. In attendance were Billie Grey, Al
Podboy, Bruce Johnson, Pat Nangle, Sumner Walters, Niki Domenick DiCola,
George Baker, Jeff James, Kathy Carrick, Joanne Beal and Keith Blough.
Chairperson Kathy Carrick called the meeting to order at 1:00 p.m. The
minutes of the May 9, 2003 meeting were reviewed and approved. The idea of
forming a task force to study the county law library system in Ohio was brought
up for discussion. OSBA Legislative Counsel Bill Weissenburg suggested that
the committee put together a proposal that would detail the following:
1. Objectives of the task force with a time frame for completion.
2. Suggestions for representatives to comprise the task force.
3. Projected costs involved including staff requirements.
There was extended discussion among the committee regarding the
possibilities for representative organizations e.g., Ohio Judicial Council,
Ohio State Bar Association and institutions such as the Ohio Supreme Court
and/or other judicial representatives who may be appointed to the task force.
The committee then agreed to divide the responsibilities in forming the task
force as follow:
Objectives
Keith Blough agreed to work on the proposed objectives of the task
force.
Some of the discussion regarding the objectives concerned the consequences of
cuts in services and funding that has occurred in many county law libraries as
well as using technology to facilitate networking and cooperation to improve
services.
Representatives
Billie Grey will identify individuals and organizations that should be
represented on the committee.
Resources and Funding
Kathy Carrick and Al Podboy agreed to study the funding requirements of
the task force as well as identify potential resources of funding such as
foundations.
Kathy Carrick stated that the subcommittee should meet in January or possibly
before to discuss the progress of the proposals development.

Joanne Beal brought House Bill 192 to the attention of the committee. House
Bill 192 was introduced May 15, 2003 and would permit county, juvenile or
municipal courts to
transfer once a year up to one-half of the declared surplus in the indigent
drivers treatment program to the general fund of the county or municipal
corporation that funds the respective court.
The next item of business was the OSBA Spring Meeting to be held on May 12
14, 2004. Possible topics of interest included copyright law and the
effect of the Patriot Act on Libraries and/or privacy in general. Al Podboy
and Kathy Carrick agreed to find a speaker for the committee sponsored seminar.
The proposal for the seminar is due in October, 2003. In other business
Joann Beal reported that the Dayton Law Library Board of Trustees would be
filing a Writ of Mandamus in the 2nd
District Court of Appeals to force the City of Kettering to remit withheld
fine monies to the Montgomery County Auditor. There being no further
business, the meeting adjourned at 2:35 p.m.
